An idea of taxation in maldives has been around for quite sometime. The problem is maldives a country where finacial inependance of revenue from direct taxation had not exsisted on a mass scale. This lead the spearation of property from communal,private and the larger government. In islands schools and public buildings are frequently built by the locals themselves usually using their own resorces. The atmosphere in such buildings are very favorable and everyone keeps and eye on the day to day activities of the place. The locals demand operations in administration and accounting be released for all to see and comment if not contribute. You would often find preschools in islands are mostly staffed by self employed people who work at home contributing their time and skill to run such places. This is an ideal model of society. Unfortunately partly because there is no direct taxation from the locals themselves the federal government projects are often hostile to the residents. Projects are often planned in haste and has little or no feedback from the locals and they have virtually no say in where or how these projects are implemented. You would often find a speed boat ( the vehicle itself is imposing on locals since the normal mode of transport even in emergencies are dhonis and most people cant affor speed boats) full ofofficials from male' ( capital) come and do a survey of the island they feel like being on display on a musium of natural history. The local island office would seldom get advance notice and when they do it would go somewhere in the lines of “ officials arriving from such and such division , please accommodate their needs.” . This is the first point of conflict, the local population feels they cant voice any openion since the officials bring money from the capital and its not locals concern. This is where direct taxation coule help.i am not saying just impose a virtually impossible taxation system, as a taxation system itself takes decaes of streamlining and testing to be effective. Maldives could at first impose a per head tax on the island as a whole which would be very small somewhere in the lines of a few rufiyaa per head. this money would then go into the national budget but the amount should be earmarked for the national spending for that same area of the nation. This way un-humble officials from male cant say that this isnt money from the island itself. Also this would encourage people to demand more transparency in government and lead to them having a feeling of being an active producers of the nation of maldives, contributing everyay financially towards butilding its schools ariports and infrastructure and other services.
another reganal tax could be imposed for reorts in the atoll, there could be a payroll tax imposed on the resorts, say for example 5% of all pay for resort staff ( equvalant amount ) be given to the atoll office for regional development. thi would be an easy tax to impose and monitor rather than individual taxation system. the atolls would have jurastiction of all payroll tax recived in their jurastiction. the decition to fund projects would also lie in such councils. this way active commpetition to open resorts in all atolls of maldives would increase and the resort owners and islanders would have a better co-hibiting environment.
such a taxation system could be developed in a matter of months at most a few years and probably wont breach most of the agreements singed beforhand with the resorts. when this money is invested in the islands it would make the islands more attractive to visiting tourists from nearby resorts futher contributing to the region as well as resort owners. this system of paroll tax is already excersised in many nations across the world, so why not maldives.
